What is This?

The DTO Shadow Register is a volunteer-operated platform designed to provide transparency and community support for candidates navigating the Department of State's Diplomatic Technology Officer (DTO) hiring process.

This tool allows candidates to:

  • Track their progress through various hiring milestones
  • Compare their timeline with other candidates anonymously
  • Visualize average timelines for clearances and register placement
  • Monitor register expiration dates
  • Stay informed about class invitations

Privacy & Data Protection

Our Privacy Commitments
Limited Access

No more than three (3) administrators will ever have access to your account information. These administrators are volunteers from the DTO candidate community who maintain the platform.

Breach Notification

In the unlikely event of a data breach, all users will be notified immediately via their registered email addresses with full details of what information may have been compromised and recommended actions to take.

Data Protection Policy

If any unauthorized access attempts are detected or if we receive any legal demands for user data from parties other than the registered users themselves, the entire database will be immediately deleted. We believe your privacy and security are paramount, and we will not compromise on this principle.

Data Deletion

You have the right to delete your account and all associated data at any time through your account settings. Upon deletion, all your personal information will be permanently removed from our systems.

Anonymity Options

You can use an alias instead of your real name for all public-facing displays. Your email address is never shown to other users, and score distributions display all users anonymously.

Information We Collect

The DTO Shadow Register collects only the information necessary to provide its services:

  • Account Information: Email address and password (encrypted)
  • Profile Data: Alias name, test scores, veteran/language points
  • Timeline Information: DTOT date, FSOA date, clearance dates, register date
  • Status Information: Register ranking, clearance status, class invitation status

We do NOT collect: Social security numbers, security clearance investigation details, full legal names (unless you choose to use them as your alias), or any other personally identifiable information beyond what is necessary for the service.

How We Use Your Data

Your information is used exclusively for:

  • Displaying your personal progress dashboard
  • Calculating anonymous aggregate statistics and averages
  • Generating timeline comparisons and visualizations
  • Sending account-related notifications (if enabled)

We will NEVER:

  • Sell your data to third parties
  • Share your information with the State Department or any government agency
  • Use your data for marketing purposes
  • Display your personal information publicly without your consent

Security Measures

We implement industry-standard security practices to protect your data:

  • All passwords are hashed and encrypted using ASP.NET Core Identity
  • HTTPS encryption for all data transmission
  • Regular security updates and monitoring
  • Secure database hosting with restricted access
  • Two-factor authentication support for enhanced account security
